SROI: Metode Alternatif dalam Riset Evaluasi Pasca-Legislasi

Metode evaluasi undang-undang di Indonesia belum menjadi isu yang dibahas secara komprehensif. Kajian-kajian sebelumnya lebih banyak fokus pada metode riset dalam penyusunan rancangan undang-undang, misalnya tentang ROCCIPI (Rule, Opportunity, Capacity, Communication, Interest, Process, dan Ideology) atau CBA (Cost and Benefit Analysis). Oleh karena itu, artikel ini mengisi kekosongan kajian tersebut dengan membahas Social Return on Investment (SROI) sebagai metode evaluasi implementasi undang-undang. Metode ini dapat menjadi alternatif wacana dalam evaluasi undang-undang di Indonesia tetapi perlu didukung adanya pedoman evaluasi yang menjelaskan langkah-langkah konkrit dalam evaluasi kuantitatif terhadap undang-undang. Selain itu, metode SROI menuntut pendekatan interdisipliner serta keterlibatan pemangku kepentingan yang terkait dalam berbagai tahapan analisis SROI.
